To provide a collector capable of obtaining a secondary battery of which the safety is higher than the prior arts, and a secondary battery with the collector.SOLUTION: A cathode collector 28 comprises: a first semicircular penetration hole 86 and a second semicircular penetration hole 88 bonded to a columnar electrode group 4 winding a cathode 6 and an anode 8 that are overlapped via a separator 10 in an eddy shape and including a central penetration hole 9 penetrating a central part of the eddy shape, and penetrating in a direction along an extension direction of the central penetration hole 9 in an opposite region 80 opposite to the central penetration hole 9 of the electrode group 4; and a crossing part 84 formed from a portion excluding the first semicircular penetration hole 86 and the second semicircular penetration hole 88 and extending in a direction crossing the extension direction of the central penetration hole 9.SELECTED DRAWING: Figure 2
