To enable determining whether or not the need for supporting evacuation sites during disasters.SOLUTION: A disaster victim support system includes an information processing device 10 and a plurality of terminals including a terminal 20. The information processing device 10 acquires first information indicating communication frequency of a plurality of terminals associated with an evacuation site 40 and second information indicating a distance between the position of the terminal 20 at the time of communicating and the position of the evacuation site 40. The information processing device 10 determines whether or not the evacuation site 40 shall be excluded from support based on the first information and the second information.SELECTED DRAWING: Figure 1
