To provide a system and a method for exactly predicting arrival time of an aircraft at an arrival airport.SOLUTION: An aircraft arrival determination system comprises an arrival order determination unit constituted to determine positions of aircrafts in a landing queue at an arrival airport, and landing scheduled time of the aircrafts at the arrival airport. A landing suggestion unit is constituted to provide the aircrafts with landing suggestions. The landing suggestions provide information relevant to landing at the arrival airport or course change from the arrival airport to an alternative airport.SELECTED DRAWING: Figure 2
