PROBLEM TO BE SOLVED: To provide an observation setting management system and an observation setting management method, achieving reduction of burden on an operator in setting observation equipment.;SOLUTION: The observation setting management system 1 comprises: a recording device 2 that records observation data observed by a sensor 20 installed outdoors; a general-purpose portable terminal 3 that sets an operation condition for the recording device 2 at an installation position where the recording device 2 is installed to acquire GPS (Global Positioning System) information at the installation position and, transmits composite information composed of the operation condition and the GPS information through a communication channel N; and a server device 4 that receives the composite information from the general-purpose portable terminal 3 and stores the composite information. The general-purpose portable terminal 3 automatically transmits the composite information to the server device 4 under the condition that the operation condition has been set.
