To smoothly payout currency for multiple uses.SOLUTION: When POS cash register 20 receives an input of a withdrawal amount for withdrawal in cash (S1), the POS cash register transmits a withdrawal possibility determination request to a change machine 30 (S2a). The change machine 30 uses a withdrawal amount indicated in a withdrawal possibility determination request, amount data, and change amount-purposed securing amount data to determine whether or not a withdrawal is possible (S2b), and transmits a determination result to the POS cash register 20 (S2c). If the determination result is "not withdraw-able", the POS cash register 20 notifies that currency cannot be paid out.
