To provide a foaming heat insulation paper container excellent in heat insulation property and appearance of a surface, and a paper substrate for foaming heat insulation paper container and a sheet for foaming heat insulation paper container used for manufacturing the same.SOLUTION: A substrate 3 for foaming heat insulation paper container has a starch barrier layer 2 having formation amount of 0.8 to 6.0 g/mand penetration thickness to a paper substrate 1 of 60 to 180 μm per a single sided surface on at least single sided surface of the paper substrate 1. A sheet for foaming heat insulation paper container 5 has a thermoplastic resin layer 4 on at least single sided surface of the paper substrate 1, and the starch barrier layer 2 with the above described formation amount and penetration depth to the paper substrate 1 between the paper substrate 1 and the thermoplastic resin layer 4. The foaming heat insulation paper container 8 uses a foam heat insulation paper on at least one of a body member 6 and a bottom sheet member 7, the foam heat insulation paper has a foam resin layer 9 consisting of the thermoplastic resin on at least single sided surface of the paper substrate 1, and the starch barrier layer 2 with the above described formation amount and penetration depth to the paper substrate 1 between the paper substrate 1 and the foam resin layer 9.SELECTED DRAWING: Figure 3
