To provide hair restoration and hair growth promoters that promote increase in the number of hairs, increase in elongation rate, blackening of color, and increase in hair thickness.SOLUTION: Provided is a hair restoration and hair growth promoter containing a hydrolyzed eggshell membrane by a proteolytic enzyme as an active ingredient, the hydrolyzed eggshell membrane having a cystine content of 5% by weight or more with respect to the total weight of all amino acids. It is produced by a particular method that can increase the content of amino acid except cystine while preventing reduce of cystine content which is a main ingredient of the eggshell membrane easily degraded by acid, and can sufficiently exert excellent effects, such as hair restoration, hair growth promotion and hair loss prevention inherent in the eggshell membrane, compared to hydrolyzed eggshell membranes manufactured by conventional methods. The hydrolyzed eggshell membrane of the present invention is excellent in safety without irritation and without causing symptoms such as a rash in the scalp and the hair, even if contained a lot to cosmetics and quasi drugs.SELECTED DRAWING: None
