To provide a flame-retardant agent that can impart flame retardancy to a member such as wood containing much cellulose and can prevent the efflorescence phenomenon caused by eluviation of a flame retardancy imparting component.SOLUTION: A flame-retardant agent is composed of an aqueous solution containing (A) one or more flame retardancy imparting component selected from the group consisting of a boron compound, boric acid and borate and (B) a polysiloxane compound represented by the following average unit formula (1).
