To enhance the versatility of issue processing related to a secure element.SOLUTION: A secure element issuing system 1 includes a secure element using a write command 211 for issue processing, an issuing device 3 using a load command 300 for issue processing, and an issue data generating device 4 for generating issue data 5 that the issue device 3 uses the issue processing. The issue data generating device 4 delivers a command message of the write command 211 to the issuing device 3 as the issue data 5. The issuing device 3 generates a command message of the load command 300 that stores the command message of the write command 211 and transmits the same to the secure element 2. The secure element 2 extracts the command message of the write command 211 from the command message of the load command 300, and executes the write command 211.SELECTED DRAWING: Figure 1
