To provide a water collector which achieves high water collection efficiency when inserted into a filler and a cooling tower including the water collector, and to provide a solid medical agent dissolving device using the water collector and a concentration management method of the cooling tower.SOLUTION: A water collector 1 has a water collector body 2 and a soft material 3 adhering to outer surfaces at both sides of the water collector body 2. When the water collector 1 is inserted into a filler 15, the soft materials 3, 3 contact with plate bodies 15a, 15b in an adhesion manner. The structure causes water W dropping along the plate bodies 15a, 15b to flow into a flow water passage 2d of the water collector 1 efficiently.SELECTED DRAWING: Figure 1
