To provide a constant load applying device which can easily apply the constant load to a device and a workpiece regardless of who operates, and to provide a constant load applying device used for a quick and simple capacitance type moisture measurement of a moisture and a pneumatized materials such as roughage or compost.SOLUTION: A device includes a constant load spring 1 wound in a coiled manner; a housing 2 that houses the constant load spring 1; a slide mechanism 3 in which the constant load spring 1 is connected within the housing 2; a load transmitting device 4 connected to the slide mechanism 3 and extending from within the housing 2 outside the housing 2; and a load receiving table 5 connected to the lower end of the load transmitting member 4, and the slide mechanism 3 and the load transmitting member 4 transmits an external force transmitted in the lower direction of the outer surface of the housing 2 to the load receiving table 5 via the load transmitting member 4.SELECTED DRAWING: Figure 1
