To provide a manufacturing method of a fulvic acid solution wholly different from a conventional constitution.SOLUTION: A manufacturing method of a fulvic acid solution comprises a device preparation process of preparing a processing device 10 having a closed vessel 12, steam jetting means 14 for jetting high temperature-high pressure steam in the closed vessel 12 and an opening-closing mechanism, having a supply part and the opening-closing mechanism for supplying a raw material in the closed vessel 12 and having a discharge part for discharging a processing liquid generated by processing of the raw material by the steam to an external part, a raw material input process of inputting the raw material including a gramineous plant from the supply part in the closed vessel 12 of the processing device 10, a steam introduction process of introducing steam of 100-250°C in the temperature and 5-25 atm in pressure into a processing space, a processing process of subcritical water reaction-treating the raw material by agitating the raw material while introducing the steam, a solution acquisition process of providing a solution including a fulvic acid and a humic acid by cooling after this processing process and a fulvic acid solution acquisition process of providing a fulvic acid solution by separating the humic acid and the fulvic acid from the acquired solution.SELECTED DRAWING: Figure 1
