To provide a watching service tailored to a daily life rhythm.SOLUTION: An electricity usage monitoring system: uses an electricity usage reception unit 21 to store an electricity usage for each predetermined time in an electricity usage DB 23; analyzes a life rhythm pattern on the basis of a transition of an electricity usage for each monitoring target person 10 stored in the electricity usage DB 23 using a pattern analysis unit 25 and stores it in a pattern analysis result DB 24; and uses a notification determination unit 22 to compare the electricity usage for each predetermined time received by the electricity usage reception unit 21 with the life rhythm pattern stored in the pattern analysis result DB 24 so as to determine whether the monitoring target person 10 has an abnormality or not at an arbitrary time, and notifies a watching service center 30 of it when it is determined that the abnormality has occurred.SELECTED DRAWING: Figure 1
