To provide an illumination lamp and an illumination device capable of improving safety together with power saving.SOLUTION: An illumination lamp includes: bridge diodes 310-1, 310-2 which perform full-wave rectification of AC signals; a switching converter which includes an active switch 330 and converts the full-wave-rectified AC signals to DC signals; a controller 320 which controls on/off timing of the active switch 330; and an LED load 57 in which the switching converter and the controller 320 are connected and the DC signals are outputted.SELECTED DRAWING: Figure 8
