To provide a responder support device, a responder support program, and a responder support method capable of supporting the responder dealing with an incident appropriately.SOLUTION: A utilization confirmation device 18 includes a specification part 72 for specifying a service provided by a virtual apparatus 12 where an incident occurred, on the basis of influence range information 30 mapping respective virtual apparatuses 12, i.e., multiple monitoring object apparatuses, and the services influenced by the virtual apparatus 12, out of multiple services, a confirmation part 74 for confirming the available situation of the service specified by the specification part 72, and a determination part 76 for determining the influence degree of incident for the service specified by the specification part 72, on the basis of confirmation results from the confirmation part 74.
