To provide a power system voltage rationalizing device, method, and system which can estimate a state of a power system with good accuracy by identifying a voltage drop type between two points set in the power system accurately by using a measurement signal.SOLUTION: A power system voltage rationalizing device having a voltage regulator connecting a dispersed power source providing renewable energy and controlling voltage of a power system includes a first input portion obtaining a state amount indicating a state of the power system from a measurement apparatus set in the power system, an identifying portion obtaining a voltage drop type of the power system as a PQV solid identified by an equal voltage circle using the state amount, and an output portion determining an output provided to the voltage regulator by using the identified PQV solid.SELECTED DRAWING: Figure 2
