摘要

To provide a moving picture image encoder which can increase the possibility of prediction encoding of a motion vector by an IBC prediction coding method.SOLUTION: A moving picture image encoder comprises: an in-picture motion vector calculating unit 12 for calculating an in-picture motion vector between a block to be coded with reference to an already coded region of a coding-target picture, and a reference block in the already coded region; and a vector encoding part 16 for performing a prediction encoding of an in-picture motion vector of a coding-target block on the basis of a prediction vector determined based on at least one of a first in-picture motion vector calculated in a first referable region which a plurality of blocks coded before the coding-target block belong to, and a second in-picture motion vector calculated in a second referable region which a plurality of blocks including a block located at a position corresponding to the coding-target block in a reference picture coded before the coding-target picture belong to.SELECTED DRAWING: Figure 1
