To provide a measuring technology of a reactor inside state allowing grasping of a nuclear fuel state in the reactor in an emergency.SOLUTION: A measuring device 1 of a reactor inside state comprises: a pre-analysis unit 21 pre-analysing the radiation dose of an ordinary time and that of an emergency radiated from a nuclear reactor pressure vessel 3; a radiation measuring unit 12 measuring the radiation dose radiated from the nuclear reactor pressure vessel 3; a state specification unit 32 specifying the nuclear fuel state inside the nuclear reactor pressure vessel 3 by comparing the pre-analysed dose with the dose measured by the radiation measuring unit 12; and an output unit 30 outputting the specified state.SELECTED DRAWING: Figure 2
