To provide a sightseeing route proposal device and a proposal method which can propose a sightseeing route even when an amount of attribute information of a tourist which is registered in a database is small.SOLUTION: A sightseeing route proposal device includes: an acquisition section for acquiring position information of a tourist and attribute information of the tourist; an extraction section for collating the attribute information of the tourist with attribute information of a tourist site and extracting a candidate site suitable for the tourist; a creation section for creating a candidate sightseeing route on the basis of the position information of the tourist and the candidate site; and an output section for outputting the candidate sightseeing route to the tourist. The attribute information of the tourist site is information associating attribute information of a visitor who has visited the tourist site with the information of the tourist site.SELECTED DRAWING: Figure 1
