To provide a method for accurately measuring the position of the water surface in the sounding pipe by suppressing the water surface fluctuation in the sounding pipe of the ballast tank.SOLUTION: An elastically elastic columnar body 11 of a hard sponge material is brought into contact with the lower surface of a flat circular cover top 10; the cover top 10, the elastic body 11 and a cover side 13 are cut into two at the center position; a hinge 14 is connected to one end of the cover top 10 and the cover side 13 so as to be opened and closed; one air hole 15 is provided in the cover top 10 and the elastic body 11; using a water surface stabilizer 9 which can stop the water surface fluctuation inside a sounding pipe by controlling the atmospheric pressure, the position of the water surface inside the sounding pipe is measured. Regardless of whether the water surface stabilizer is used or not, after surely waiting for 30 seconds until the water surface fluctuation settles down, a sounding tape is slowly inserted and pulled up quickly when the sounding tape touches the bottom of the tank.SELECTED DRAWING: Figure 3
