To provide a picking piece forming device of a packing roll body which restrains occurring of scars at the time of forming a picking piece to a resin sheet, and facilitates grasping of the picking piece and can prevent damage of the resin sheet and deterioration of an appearance wherever the picking piece exists, and a picking piece forming method.SOLUTION: A picking piece forming device of a packing roll body comprises: a conveyer 10 for conveying; and picking piece forming means 40 which forms a picking piece for operation to a packing roll body 1 that is conveyed to the conveyer 10. The conveyer 10 includes: multiple rollers 14 which load and support the packing roll body 1; and a roller driving mechanism which makes the plurality of rollers 14 that load and support the packing roll body 1 rotate in a direction reverse to the conveyance direction. In the picking piece forming means 40, a bottom portion 42 of an elastomer sheet 41 is suspended on the approach route of the conveyer 10, is turned up one free end portion of the sheet in a direction opposed to the winding direction of a lap film 3 so as to contact and slide to the lap film 3 of the packing roll body 1 above the rollers 14 of the approach route, and the picking piece is formed so as to displace one side and the other side of the free end portion in the winding direction of the lap film 3.SELECTED DRAWING: Figure 1
