PROBLEM TO BE SOLVED: To provide a system, method and program that can perform continuous low-delay communication and improve the utilization efficiency of resources in a radio section.SOLUTION: A base station has a best effort (BE) communication queue 101 and a low-delay communication queue 102 and includes a mechanism of DiffServ. The base station also includes: a resource occupancy amount measuring unit 271 for measuring a resource occupancy amount of a low-delay communication packet in a radio section; a delay time measuring unit 272 for measuring a delay time of the packet; and a packet loss rate measuring unit 273 for measuring a packet loss rate of the packet. A packet monitoring unit 280 indicates a packet discard rate and a transmission rate to a packet discard unit 230 and a packet scheduling unit 250 on the basis of measuring results.SELECTED DRAWING: Figure 4
