PROBLEM TO BE SOLVED: To provide a signal output device and a program capable of preventing occurrence of a deviation in control of a camera and a pan head and suppressing occurrence of a delay in control.;SOLUTION: A signal output device includes acquisition means that acquires a first video signal output from a first camera system for pan and tilt driving, first output means that outputs a video synchronization signal in which a second video signal output from a second camera system for pan and tilt driving is synchronized with the second camera system at a timing delayed by a predetermined time from a vertical synchronization timing of the first video signal such that the second video signal has a predetermined phase difference with respect to the first video signal, and second output means that outputs a control signal for causing the first camera system to perform pan and tilt driving with respect to the first camera system at a timing delayed by a second predetermined time from the vertical synchronization timing of the first video signal.;SELECTED DRAWING: Figure 3;COPYRIGHT: (C)2019,JPO&INPIT
