PROBLEM TO BE SOLVED: To enable a defect to be correctly inspected using a fluorescent penetration flaw detection method even on a white inspection surface.;SOLUTION: When irradiating an inspection surface S1 having been treated for penetration by a luminescent penetrant with an ultraviolet ray and imaging it with an image sensor IS, and an imaging condition is set for an imaging element having imaged an area where the luminescent penetrant has penetrated to exceed a saturation exposure amount and for an imaging element having imaged other than this penetrated area not to exceed a saturation exposure amount.
