PROBLEM TO BE SOLVED: To provide: a testing device that can improve testing precision for testing of contamination with incorrect products using spectroscopic analysis; a PTP packaging machine; and a method for manufacturing a PTP sheet.SOLUTION: A testing device 22 comprises: an illumination device 52 that can radiate near-infrared light onto tablets 5 which are filled into pocket sections 2 of a conveyed container film 3; an imaging device 53 that can disperse reflected near-infrared light reflected from the tablets 5 and capture a spectroscopic image of the reflected light; and a control processing device that acquires spectral data on the basis of the spectroscopic image captured by the imaging device 53 and that performs prescribed analysis processing on the basis of the spectral data.
