PROBLEM TO BE SOLVED: To provide a seal device of a rotary machine and the rotary machine having the seal device capable of improving the performance of the rotary machine.;SOLUTION: A seal device of a rotary machine comprises: an annular shaped ring member rotatably provided around the circumference of a body of rotation; and at least one seal member that is held by the ring member formed between the ring member and the body of rotation and configured to seal an annular gap. The ring member includes: an inner flow passage provided on the inside of the ring member for communicating with the gap; and at least one opening/closing mechanism for opening/closing the inner flow passage depending on at least one of the pressure and the temperature of the fluid in contact with the ring member in the rotary machine. When the at least one opening/closing mechanism opens the inner flow passage, at least a part of the fluid flowing through the gap flows through the inner flow passage.;SELECTED DRAWING: Figure 2;COPYRIGHT: (C)2019,JPO&INPIT
