To perform OSS control in a time zone which needs OSS control by preventing the OSS control from operating in a time zone which does not need the OSS control.SOLUTION: An optimum start/stop control device includes: a target schedule determination unit 11 for determining a target schedule to be a target of an accelerated operation from a preset operation schedule on the basis of a preset schedule effective time; an air conditioner operation time calculation unit 121 for calculating an air conditioner operation time necessary to bring an indoor temperature to a target temperature on the basis of a difference between the indoor temperature to be controlled and a target temperature; an air conditioner optimum start time calculation unit 122 for calculating an air conditioner optimum start time on the basis of information on the target schedule determined by the target schedule determination unit 11 and information on the air conditioner operation time calculated by the air conditioner operation time calculation unit 121; and an air conditioner start control unit 141 for starting the air conditioner when the current time has reached the air conditioner optimum start time.SELECTED DRAWING: Figure 2
