PROBLEM TO BE SOLVED: To provide a high performance thermal barrier sheet capable of realizing measures for curbing an increase in a temperature of an external facility and harmonizing the same with a landscape at a low cost and to provide a structure having the high performance thermal barrier sheet.SOLUTION: A high performance thermal barrier sheet 10 which harmonizes with a landscape is used on an external surface 16 of an outdoor facility 14 installed outside. The high performance thermal barrier sheet 10 comprises: a thermal barrier sheet 18 which is placed on the external surface 16 of the outdoor facility 14 and to curb an increase in a temperature of the outdoor facility 14 by shutting out direct sunlight and blocking heat transfer between the outdoor facility 14 and an outside; and a landscaping sheet 20 which is laid on the thermal barrier sheet 18 and has the external surface 28 with design to enable the outdoor facility 14 to harmonize with a surrounding landscape.SELECTED DRAWING: Figure 1
