To provide an octopus dumpling and an okonomiyaki having soft inner layer and good mouth melting.SOLUTION: There are provided a rice flour for an octopus dumpling and an okonomiyaki containing rice flour with injury starch amount of 15 to 45% as an active ingredient; an octopus dumpling flour and an okonomiyaki flour containing the rice flour with injury starch amount of 15 to 45%; an octopus dumpling and an okonomiyaki containing the rice flour with injury starch amount of 15 to 45%, in which pregelatinized degree of the rice flour may be 10 to 30%.
