PROBLEM TO BE SOLVED: To provide a parking lot monitoring device, parking lot management system, and parking lot management program capable of managing a lot of parking lots with a small number of persons.;SOLUTION: A parking lot monitoring device 10 includes: image acquisition means for acquiring an image inside a parking lot; parking frame recognition means for recognizing multiple parking frames included in the parking lot on the basis of an image; automobile recognition means for recognizing automobiles existing in parking frames on the basis of an image; text data transmission means for transmitting information related to automobiles recognized by the automobile recognition means as text data to a generalization device 100 for managing multiple parking lots; abnormality state determination means for recognizing an abnormality state inside the parking lot on the basis of an image; and image data transmission means for transmitting information related to an abnormality state recognized by the abnormality state determination means to the generalization device 100 as image data.;SELECTED DRAWING: Figure 3;COPYRIGHT: (C)2019,JPO&INPIT
