PROBLEM TO BE SOLVED: To properly control a response to an important request.SOLUTION: A load control device in an embodiment comprises: management means for managing a request which includes identification information for identifying a resource to be operated and which is for requesting an operation of the resource, and a latest reception time of the request, as requests before being added to a request queue; reception means for receiving a new request; calculation means for calculating a difference value which is a difference between the reception time of the received request and a reception time of a request including the same identification information as that included in the request being managed; and designation means for designating a request having a large difference value calculated by the calculation means, out of multiple requests having different identification information, as a request to be added to the request queue preferentially.SELECTED DRAWING: Figure 1
