To perform appropriate load control in response to an environmental change.SOLUTION: A windmill control device 100 controls a load torque of a generator 120 based on a wind velocity, and, a rotation speed of a windmill 110. The windmill control device 100 causes an agent to execute reinforcement learning defining the wind velocity and the rotation speed of the windmill 110 as observation values, the quantity of power generated by the generator 120 as a commission, whether to move an operation point of the windmill 110 on a characteristic curve to a left side of a peak of the characteristic curve as an action. In a case where an agent to which the wind velocity and the rotation speed of the windmill 110 are inputted performs output for moving the operation point to the left side of the peak of the characteristic curve, the windmill control device 100 controls the load torque of the generator 120, thereby moving the operation point of the windmill 110 to the left side of the peak of the characteristic curve.SELECTED DRAWING: Figure 1
