PROBLEM TO BE SOLVED: To achieve recycling of phosphorus by highly removing a trace quantity of heavy metal contained in waste water containing phosphate.SOLUTION: A treatment agent of waste water containing phosphate of the present invention has as a main component, an alkaline earth metal - silica gel composite which is constituted by introducing alkaline earth metal ion onto the surface of silica gel by ion exchange or by forming an alkaline earth metal silicate compound on the surface of silica gel. A treatment method of waste water containing phosphate of the present invention includes: a first step of allowing the treatment agent to contact the waste water containing phosphate; a second step of separating the treatment agent, which has been allowed to contact the waste water containing phosphate in the first step, from the waste water containing phosphate; and a third step of recovering a phosphate compound from the waste water containing phosphate from which the treatment agent has been separated in the second step.
