PROBLEM TO BE SOLVED: To provide a mode converter for converting a set of degenerated modes having a different space distribution while reducing loss in the connection section of the mode converter with other waveguide.SOLUTION: A mode converter 91 includes a waveguide 10 for propagating light of a plurality of waveguide modes.
