PROBLEM TO BE SOLVED: To surely suppress scattering of toner from a developing device.;SOLUTION: A developing device 8 of the present invention comprises: a carrier 23 that carries developer containing toner; a blade 24 that regulates a thickness of the developer carried on the carrier 23; and a cover 25 including a cover body 43 that covers the outside of the blade 24, and an opposing rib 45 that projects from an inner surface 43A of the cover body 43 and is opposed to the carrier 23 at an interval.
