PROBLEM TO BE SOLVED: To provide O/W type emulsifying skin external compositions which have excellent retention of oily components to the skin, particularly are used on wet skin, leave extremely many oily components even if washed out, can be used easily, and are excellent in retention of oily components.SOLUTION: The above mentioned subject is solved by an O/W type emulsifying skin external composition containing an oily component, a multi-chain multi-hydrophilic group type surfactant having a plurality of long chain hydrophobic groups and a plurality of hydrophilic groups in a molecule, and an emulsifiable polymer; and a method of use in which the O/W type emulsifying skin external composition is applied on the wet skin and is washed out.SELECTED DRAWING: Figure 1
