PROBLEM TO BE SOLVED: To provide a route changing device and a route changing system capable of changing a travel scheduled route in an early stage.SOLUTION: A route changing device 1 includes: a route acquisition unit 7 for acquiring a travel scheduled route of an own vehicle; a specifying unit 9 for specifying a position P on the travel scheduled route according to an input by a user; a video acquisition unit 11 for acquiring a video corresponding to the position P specified by the specifying unit from a storage device for storing the video and the position in association with each other; a display unit 13 for displaying the video acquired by the video acquisition unit; a change content acquisition unit 15 for acquiring a travel content designated by the user in the video displayed in a display unit; and a route change unit 17 for changing the travel scheduled route according the change content acquired by the change content acquisition unit.SELECTED DRAWING: Figure 2
