PROBLEM TO BE SOLVED: To provide a virtual test system that can enhance efficiency of a development of broadcasting station facilities.SOLUTION: A virtual test system is intended for a social infrastructure equipped with a plurality of instruments controlled by an application, respectively. The virtual test system comprises: an execution environment construction program 52a; a virtual machine creation program 52b; a simulate program 52c; and a simulation control function 71a. The execution environment construction program 52a is configured to construct a virtualized common execution environment, and the virtual machine creation program 52b is configured to virtualize respective instruments having the application installed to create a plurality of virtual machines. The simulate program 52c is configured to execute a simulation simulating a cooperative operation of the plurality of virtual machines in the execution environment, and the simulation control function 71a is configured to provide means for evaluating the application on the basis of the simulation.SELECTED DRAWING: Figure 5
