The invention aims at preventing speed increase of a turbine in a state that bending and the like of a turbine shaft are not be eliminated. After the start of a steam turbine and before the general operation of the same, a turbine remote control judges wether a turbine vibration value is over a start operation alarm value which is less than a general operation alarm value set in a general operation condition of a stream turbine, and if yes, an error occurs is reported. In addition, if yes, the turbine remote control executes with a rotate speed which can not cause boat body removement and can eliminate turbine shaft skew to make the vibration value to be reduced.
