PROBLEM TO BE SOLVED: To easily perform the measurement of a work time in an element work or the edition of data obtained by this measurement in the case of creating a work procedure manual specifying a standard work.SOLUTION: A creation device A of a work procedure manual includes: an imaging part 6 capable of imaging a work moving image related to a work; a display part 4 capable of displaying the work moving image imaged by the imaging part 6; and a data processing part 1 capable of executing processing to allow the display part 4 to display the work moving image. The data processing part 1 is configured to execute processing to allow the display part 4 to display a moving image display part 8 for displaying the work moving image and a work time measurement part 12 for measuring work time T1 to T3 of an element work included in the work moving image displayed by the moving image display part 8 and a work content table 19 for displaying the designation of the element work and the work time T1 to T3.SELECTED DRAWING: Figure 3
