PROBLEM TO BE SOLVED: To provide a demand adjustment system capable of easily responding to the correction/addition of a use case for demand adjustment.SOLUTION: A use case template engine 11 generates use case definition information constituted of information on a message to be transmitted/received and the information of state transition from information input on a use case input screen, and stores the use case definition information in a use case definition database 111, and a use case flow engine 12 generates and starts an instance which operates in accordance with the use case definition information, and a protocol frame work 13 processes a demand response protocol under control from the use case flow engine 12. Thus, it is possible to perform demand adjustment by a demand response protocol only by inputting information to the use case input screen of the use case template engine 11.
