PROBLEM TO BE SOLVED: To more accurately estimate a user's action even when two high-order likelihoods are close to each other in a case of performing action estimation.SOLUTION: The present invention is a portable terminal 101 that is owned by a user and estimates a user's action. A processing unit 102 of the portable terminal 101 uses acceleration data, which is outputted from an acceleration sensor 106, to calculate likelihoods of plural kinds of action candidates concerning the user's action. If a difference between two high-order ones of the calculated likelihoods falls below a predetermined threshold, the user's action is estimated based on action information on an action area, which corresponds to a user's position, out of pieces of action information stored in a memory unit 103, and the calculated likelihoods.SELECTED DRAWING: Figure 1
