PROBLEM TO BE SOLVED: To quickly and accurately acquire, even in the case where ground infrastructure such as a base station cannot be used when a disaster such as earthquake occurs, the positional information of a victim in a building or under debris where a GPS signal does not reach by utilizing the function of a mobile phone that the victim possesses.SOLUTION: A positioning terminal 1 receives mobile radio wave generated from a mobile phone 5 and a range-finding signal of a positioning satellite 4. The positioning terminal 1 calculates the position and the clock error of the positioning terminal 1 from the range-finding signal, and calculates a mobile ID and a mobile phone distance or a mobile phone direction from the mobile radio wave. The positioning terminal 1 calculates the position of the mobile phone 5 corresponding to the mobile ID on the basis of the positions, mobile IDs, and mobile phone distances or mobile phone directions of two pairs or more of the positioning terminals 1, calculates a point at which mobile radio wave is received next based on the information, and creates moving plan data which guides the positioning terminal 1 by using a calculated point as a destination.SELECTED DRAWING: Figure 1
