PROBLEM TO BE SOLVED: To provide a method for producing a laminate of graphene and carbon nanotubes for improving capacitor characteristics, an electrode material comprising a laminate of graphene and carbon nanotubes, and an electric double layer capacitor using the same. SOLUTION: A method of manufacturing a laminate of graphene and carbon nanotubes includes dispersing graphene in an MOH aqueous solution (M is an element selected from the group consisting of Li, Na, and K), and adsorbing MOH to graphene.
