PROBLEM TO BE SOLVED: To provide a sound insulation performance diagnostic device and a sound insulation performance diagnostic method which enable easy grasping of sound insulation performance before a renovation and after the renovation.SOLUTION: The sound insulation performance diagnostic device comprises: a first input part to which floor material information indicating a floor material before the renovation is input; a first acquisition part that acquires before-renovation sound insulation performance indicating the sound insulation performance of a floor before the renovation from a storage part that stores sound insulation performance information, in which the floor material information and the sound insulation performance are associated with each other, on the basis of the floor material information inputted in the first input part; a second input part to which floor material information indicating a floor material after the renovation is input; a second acquisition part that acquires after-renovation sound insulation performance indicating the sound performance of the floor after the renovation from the storage part on the basis of the floor material information inputted in the second input part; and an output part that compares the before-renovation sound insulation performance with the after-renovation sound insulation performance and outputs information on the sound insulation performance according to a result of the comparison.SELECTED DRAWING: Figure 1
