The present invention creates and controls a highly detailed operation plan for equipment related to air-conditioning on the basis of flows of people that change from moment to moment. Information that is input from an information input device and stored in an information storage device includes floor information relating to the shapes, areas and doorways of individual areas within a floor, doorway passage people flow information relating to the flows of people counted by people flow counting devices provided in the doorways of the floor, weather forecast data including any of solar radiation quantity, air temperature and humidity, and heat load information including any of heat entering from walls, heat generated by lighting and ventilation heat. An information processing device generates people flow data that predicts the flow of people in each area in each time period on the basis of the floor information and the doorway passage people flow information read out from the information storage device, and generates air-conditioning heat load information that predicts the air-conditioning heat load inside each area in each time period on the basis of the weather forecast data, the heat load information and the people flow data read out from the information storage device.
