Methods and apparatuses are provided for wireless communications. Configuration information comprising a resource start offset is received. Downlink control information (DCI) transmitted using a first antenna port of a base station is received on an enhanced physical downlink control channel (EPDCCH) using at least one of control channel elements (CCEs). A resource of a physical uplink control channel (PUCCH) is determined based on a first CCE of the at least one of the CCEs, the first antenna port, information in the DCI, and the resource start offset in the configuration information, in response to a transmission type of the EPDCCH being localized transmission. A hybrid automatic repeat request acknowledgement (HARQ-ACK) signal is transmitted on the resource to the base station
