The present invention relates to the field of video image processing, and provides a filtering method and apparatus for removing a locking artifact, for solving a problem that deteriorates the subjective quality and objective quality of an image because filtering processing cannot be performed on an internal compensation block of a forecasting unit. The method includes: dividing a forecasting unit into at least two subunits; traverse each of at least two units, and determine at least one filtering limit of at least two subunits based on a predefined rule; obtain a first pixel value from a first subunit to a first pixel value from a second subunit, where the first subunit and the second subunit are adjacent to the filtering boundary; and performing, based on the first pixel value of the first subunit and the first pixel value of the second subunit, filtering processing on the pixels adjacent to the filtering boundary.
