This request provides a technical solution for rating indication, and especially when a cqi number is not configured or a cqi number is 1, a network device sets a rating indication restriction parameter such that at least one of the ratings whose numbers are indexes are 0, 1, 2, and 3 can be reported by the terminal device; or even if the network device does not perform the previous configuration, and none of the ratings whose index numbers are 0, 1, 2, and 3 are allowed to be reported, the terminal device can select at least one rating for ri reporting, in order to solve a problem that a system cannot function.
