Global provisioning of millions of users with units of use is described here as technology for, among other things, global provisioning of a service. The technology involves a provisioning server that obtains location information for a client. The provisioning server determines an appropriate unit of use, based on location information, to which the client will be assigned. The provisioning server transmits assignment information to the appropriate unit of use for the client. The customer then communicatively engages with the assigned unit of use and begins to receive service from the unit of use.
